Lugansk State Medical University (also referred to as Luhansk)

Lugansk State Medical University (LSMU) was established in 1956 in Luhansk, Ukraine. In 1994, it was granted university status and changed its name from Voroshilovgrad State Medical Institute. The former institute started providing postgraduate education in 1979, and starting in 1983; it started teaching paediatrics to international students, enlisting the help of applicants from the Middle East, Africa, and Asia.

The institution also founded dental and pharmacy programmes in 1998. The university operates a variety of clinics in various medical facilities across Lugansk. It contains three academic buildings with scientific laboratories, a pharmacy, a dentistry clinic, a library, and a fitness centre.

Throughout the years, LSMU has provided a variety of specializations and Degree Courses for thousands of Doctors who have done successful graduations and thousands of Doctors improved their qualifications and skills in Post Graduation Courses at the University. Because of the social and political activity in the South East of Ukraine, Lugansk State Medical University was replaced from the city of Lugansk to the city of Rubizhne of the Lugansk Region by the order of the Ministry of Health of Ukraine on October 8, 2014.

On February 24, 2022, the Ukrainian government imposed Martial Law nationwide.

Hence, the Ukrainian government announced that all educational institutions must continue studies in a remote format. Official Ukrainian state regulations justify this:

• As stated in Article 9 of the Law of Ukraine "On Education", distance education is recognised as a legitimate and valid form of learning.
• Article 57 of the same law guarantees educational continuity in situations like the current martial law. This includes provisions for remote learning and measures ensuring student safety.
• The Ministry of Education and Science of Ukraine has explicitly permitted distance studies for the admission procedure for higher education.
• The Luhansk State Medical University's admission rules for 2024, in line with these government laws, allow for distance learning as a valid form of education.
• The Testing Centre of the Ministry of Health of Ukraine has set up procedures for the State Qualification Exams (KROK) to be conducted abroad for the safety and well-being of students.
